1) Governments should do things that benefit the public in all aspects including spiritual civilization. Going to the theater to relax themselves is also one important part of people's life.
2) Museums is the extension of history class. Those artistic antiques are the values of a nation's past. It is necessary for the government to preserve them.

1) Governments should use the limited amount of money on things that have more immediate benefits to people, such as infrastructures. Museums and theaters do not belong to the basic needs of the public.
2) We should leave it to the market to decide whether to build museums and theaters or not. After all, they are not basic public goods but places to make money.
