1) It is everyone's basic right to receive higher education in this new era no matter whether rich or poor. College degrees are necessary for people to find a job, therefore university education should be free so that everyone has a chance to go there.
2) It can narrow down the gap between the rich and the poor. In the past, only rich people could afford to go to university, which was unfair to poor people.

1) Universities do not teach people basic skills to survive, so it is not a basic right.
2) Making university education free will encourage all people to go to university. But not everyone is good in academic fields. This is a misguidance to people.
