  本次的小作文考查了柱状图,且为静态图。配图是根据网友回忆所做,数据仅供参考。单位是百分比,时态是过去时。本图在处理上有点类似于饼图,要注意的是两根柱子的所代表的含义。

The bar chart gives information about the general unemployment rate of five European countries as well as the unemployment rate of young people (15-24 years old) in 2005.

Among the five countries, the percentage of unemployed people in Poland was the highest, reaching around 28% in 2005. The unemployed rate was nearly 9% in Denmark, the lowest of all, only one third as high as Poland' s. The percentage of other three countries was all between 10% and 20%.

The layout was quite similar in the rate of young unemployed people. Poland' s figure was also the highest (more than 35%), followed by Italy (24%). Behind them, the percentage of young unemployment of Hungary and Germany ranged from 20% to 25%, with 22% and 24% respectively. Meanwhile, the rate was also quite small in Denmark, at just 13% in 2005.

To sum up, among the five countries in 2005, Poland reached the highest rate while Denmark touched the lowest percentage in both overall unemployment rate and the young unemployment (15-24 years old) rate.

  TASK 2

  题目类别 政府职能类 提问方式 双边讨论

  考试题目

Some people say governments should give priority to health care, while others believe that taxpayers' money should be spent on other important priorities. Discuss both views and give your opinion.

The functions of governments come in an array of forms, among which health care is an indispensable facet that governments have to pay attention to. In spite of its importance, I am of the opinion that there exit other aspects to which governments should attach weight

It is quite obvious that the people are inclined to be less economically burdened if governments priotitise health care. This is because more favorable policies will be issued and more funds will be granted to the public, which makes it more convenient and cost-effective for the public to see a doctor. For example, the financial support from governments is likely to make various medicines and treatments more affordable to

people who are not so well-off. Compared with the situation where citizens have to bear the cost totally by themselves, the economical pressure will be much relieved.

However, governments' investment should not confine within the boundary of health care. Education, which concerns the long-term development of the whole nation, should also receive more funds. More talented students will be cultivated due to the abundance of governments' financial support, offering more intellectual support to the development of the society. Besides, the students whose families are under the poverty line are less likely to fail to receive further education only because of the insufficiency of tuition. Apart from education, it is also advisable that taxpayers' money should be distributed to public facilities, which will not only benefit every citizen' s daily life, but also attract more investment and create more job opportunities.

To sum up, the allotment of governments' funds can go to more sectors which will exert more influence on publics and the society as a whole, although the importance of health care cannot be underestimated.
