  Government officials are the ones who are involved in government affairs or public administration, participating in the exercise of authority. During the process of decision-making, some people claim that government officials ought to rely on their own judgment while others believe that people's will should unquestionably be carried out. As far as I am concerned, an appropriate balance is suggested to be achieved: effective judgment or decision-making from the authorities is necessary, but is based on taking up the advice and will of the general public.

  Undoubtedly, government should represent the interests of general public. Abraham Lincoln, the 16th president of United States, whose great achievements lie in abolishing slavery and strengthening the federal government, had always emphasized the importance of people. Lincoln once said "Government of the people, by the people, for the people, shall not perish from the Earth". This emphasis of people in relating to government signifies the foundation of the governance. Similar example can be found in Chinese history. The Tang dynasty, which is generally regarded as a high point of Chinese civilization, possessed prosperity and cosmopolitan culture during that time. Open and clear administration and politics were highly approved by the general public.

  Here, then, raises the question of whether to follow the people's will unquestionably. This is obviously an extreme statement. The general public is such a populated group and different people are not of the exact same views. Unquestionably following people's will would inadvertently lead to chaos. This is especially true to China, which is one of the densely populated bodies. Thus there appeared China's one party system, whose establishment was originally against the assumed Western democracies, but turned out to achieve tremendous success, leading China from one of the poorest agricultural countries in the world to the world's second largest economy in just 30 years. The traditionally-assumed view that Chinese government is implementing the party's own view while ignoring the basic human right is actually implausible. With the specific situation, effective judgment and decision making is wiser than following numerous different ideas.

  To be specific, government should make wise decision on the basis of listening to the will of the general public. The judgment made by the government officials is not purely from their own, but ought to efficiently integrate the views and ideas from their fellow people. For example, in formulating a policy, hearing is necessary. Organizing such congress and meetings, ensuring the effective communication between government officials and people's representatives are key steps to real democracy. Aristotle, who was the first to found the theory of democracy, claimed that the underlying principle of democracy is freedom and there are two main aspects of freedom: being ruled and ruling in turn. Government officials are on behalf of people's interests. General people are in the freedom being led and ruled. Government officials are in the freedom of making judgment and decisions. Mutual trust and cooperation are conducive to the real establishment of modern democratic society.

  Due to the analysis above, I come to the conclusion that the appropriate balance can be achieved. There is no such extreme of unquestionably following people's will or uncritically formulating government's policies. Government officials can effectively conduct decision-making on the basis of referring to the comprehensive views from the general public.
