  Task 1 分析

  The chart below shows the aid from six developed countries to developing countries from 2008 to 2010.

  

      考情分析和预测:

  今年bar第6次考到,line和table考到4次,而pie仍然只考了1次。6月份剩余考试,首先准备pie,然后是line和table。 当然更好的复习方式是熟练分析和练习动静数据两大种情况。此外流程图,特别是地图需要至少练习一篇。

  This bar chart shows the amount of financial aid by six economically developed countries between 2008 and 2010, measured in billions of dollars.

  US provided the most aid in all three years, and, despite a slight drop to $ 20 billion from 22 $ billion in the first year, the figure rose to $ 25 billion in 2010. Germany, UK and Japan were the other three major donors, though the average figures were only about half that of US at around $ 10 billion. While Germany continually increased their aid, making it $ 15 billion in 2010, the other two countries reduced their donation in 2009 before rises in 2010.

  The aid from Netherland and Sweden was always under $ 10 billion, yet the three years saw similar changes in the figures. Starting at about $ 7 billion, the financial support grew to roughly $ 9 billion and $ 8 billion respectively in 2009, followed by slight decreases.

  Overall, US contributed most in supporting the developing world. Whilst the aids of most countries fluctuated in three years, Germany was the only country with consistent increases.

  Police carrying guns will not result in a rise of crimes and violence. Instead, it is probably the premise of social stability.

  Seeing policemen holding guns may make some citizens uneasy and falsely harbor the view that perpetrators are everywhere. This is typically true in those countries suffering from terrorist attacks, where armed forces are deployed in locations like underground railway stations and airports. Nevertheless, violence, I believe, must be combated with an iron fist and gun-carrying in this case is hardly a destabilizing factor.

  Firstly, the simple presence of guns, being hold by specially trained police forces, itself is a deterrent to potential violence. In other words, common citizens will think twice before resorting to violence when they are unconsciously aware that violent acts are not allowed and will surely be prevented at any price in severe cases. Latent robbers or murderers, for instance, may be brought to a halt since they are convinced that they can hardly succeed in the face of professionally trained gun-carriers.

  Furthermore, police carrying guns do not necessarily induce abuse of guns. In some countries like America, the public may complain gun shots every now and then. However, in many countries, individuals have no legal access to such weapons. Whilst police are permitted to own guns, there are also a range of rules regulating the use. Put another way, the guns will be effectively controlled and managed, and once in need, they are in the hands of qualified policemen, few of whom are likely to pose a threat to social stability. In China, for example, Gong An (Chinese name for policemen, literally meaning people in charge of pubic security) are allowed to carry guns under regulated circumstances, and guns among the common people are strictly controlled. As a result, there are few gun-shot cases in China.

  In conclusion, it is necessary for police forces to be equipped with guns to deter criminal acts and ensure social order.
