Some people think that governments should spend as much money as possible on developing or buying computer technology. Other people disagree and think that this money should be spent on more basic needs. Which one of these opinions do you agree with? Use specific reasons and details to support your answer.
I realize that it’s important to stay current with our technology. So much depends on it. I’ve also read that we shouldn’t let other countries surpass us in the race for better technology. This could eventually put us at a serious loss or disadvantage and our whole economy could suffer. Despite all this, I think our government should spend more money on more basic items before spending money on advanced technology.
We have so many problems in our society, and it seems every solution needs money. For example, we talk about getting people off welfare. To do that we need money to give them jobs until they can support themselves. We need to provide training, day care for their children, and probably a monthly rent subsidy. This costs a lot of money.
Another problem is that our transportation system needs maintenance. Bridges have cracks in them and highways are sagging. Accidents happen because of these problems.
Besides, it’s probably less expensive in the long run for the government to develop the technology than for a private corporation. Nevertheless, in the short run, there are basic needs in our society that we need to fulfill before beginning other expansions. I think that’s where the money should go.

一. 语言表达
本文少用长难句，都是使用的比较简单的句子，但是句式多变。而且，文章也没有使用过多的大词，难词，比起一些比较卖弄辞藻、故弄玄虚的文章来说，多了一分平实，也更加易懂。但是句式多变又让文章极具可读性。

I’ve also read that we shouldn’t let other countries surpass us in the race for better technology.. 英文一般讲求简洁，用词多样化。因此表达相同意思的时候使用不同的词或句式可以使得文章显得丰富多彩。如此段中的 I realize that 和 I’ve also read that 表达的是相同的意思。后一句的类似句型有It is not good for us to let other countries surpass us in the race for better technology.
2. However, if we could solve a major problem like that, wouldn’t it improve our society even more than new technology could? 首先，此句是if引导的虚拟语气，一种比较高级的语法，表达了作者的一种假设。其次，这里作者非常恰当的使用了反问的修辞手法以达到加重语气的目的。反问句是疑问句的一种，也是无疑而问、明知故问，把答案寓于问话中并加以强调，激发读者从问话中思考出答案的句式。希望大家能够多加练习并运用。和本句类似的句型有It is, however, more effective to spend our money on the urgent basic things instead of imporving our technology to help change the residents’ situations.

Nevertheless, in the short run, there are basic needs in our society that we need to fulfill before beginning other expansions. 此句中nevertheless的含义为即使做出完全的让步，也没有任何影响，或者说也不是决定因素。插入语 in the short run 和上句中的 in the long run 形成对比并相互呼应。类似的句型有While in the short run, there is a must for us to fulfill our basic needs first before beginning other expansions, which can ensure the development of our society.
一. 逻辑结构
此文是典型的对称式辩论式结构，从正反两个方面都进行了论证，提出自己的看法和思考。论据准确，论证思路清晰。文章是正正补的大正小负型支持结构，大体上支持了主论点，并在最后一段进行了小让步，告诉了我们长久看，政府还是有必要发展科技。但是，我们目前我们还是应当先保证一些基本的事情。这样大正小负的观点使得文章更加真实可信，符合学术文章的特点。
