In many countries, most forms of tertiary education maintain libraries, sports grounds, students unions as well as lecture theatres and classrooms. However, these days we also have further education by distance learning, formerly correspondence courses, without any of the above examples though clearly teachers, a curriculum and a means of communication are minimally fundamental.
Even though the primary purpose of any academic institution is unquestionably to perform its role as a place for scholarly achievement, like all educational establishments, leisure activities are an indispensable means of healthy relaxation for students. Just because academic issues are primary issues does not mean that they must take the lion’s share of all university funding. It is conceivable to imagine a university without a library as the local library maybe as good an alternative or possibly better – for example a London university in the vicinity of the British Library. It is equally feasible to consider a university without sports facilities as public or private amenities maybe available. For any place of learning, to contain these functions is something of a luxury given that they are needed mainly for convenience.
University funding is a precious resource whether it is used for academic or non-academic services. Classrooms maybe simple and practical or boast plush state-of-the-art lecture theatres with smart-boards, wireless internet and multimedia. Likewise swimming pools can be of basic variety or Olympic-sized pool set in a beautiful landscape. First and foremost funding should be backing for teaching and the syllabus, beyond these, financial support maybe allocated according to the wishes of the stakeholders in order to provide everything necessary to the institution’s ultimate aim of academic excellence and research.
In conclusion, while the environment of a tertiary institution is secondary to the provision of actual teaching, the decisions to balance funding between academic and non-academic facilities is one of subjective choice. I would prefer that much more funding is allocated to academic amenities as I believe that is what students would prefer.
