Internet is as important as other services such as road, and governments should offer free Internet access to all citizens.
这是9.10托福写作的独立题目，你们同意不同意，这是一道送分题。题目是常规话题，而且中机经了(9月机经第34套)!
政府类的话题曾经一度被学生们归类是难题，但是如果大家能够学会使用功能强大的“分类讨论+让步转折”解题思路，这些话题会看起来简单，因为可以更好的用“套路”。

总结这类题目，我们可以发现，“政府类”的题目里面讨论的具体问题通常来讲是包括：如何(更好的地)解决环保、科技、基础设施、医疗、教育问题。对于“政府类”的题目，有一种非常有效的写作思路，就是“分情况讨论”。利用自己的常识，大家其实可以想到的是，对于不同的国家政府，由于本身的经济、社会、，这些政府做出的决策应该是不尽相同。根据发展程度的不同，我们可以把国家分成发达国家、发展中国家与落后国家。对于这些题目，我们适当将情况简化，可以分成“发达国家和落后国家来”两种类型来讨论这道题目。落后国家通常在工业、农业、医疗、公共交通等方面都比较落后，就是经济整体发展水平比较低。发达国家在这些方面则往往处于领先地位。就是因为这些具体情况，我们的思考方向可以是，落后国家应该是采取措施更好的发展基础设施和经济，而发达国家已经有了强大的经济基础，则有能力更加注重高层次的需求，如网络、环保、教育、艺术、体育比赛。
这道题目我们就可以认为发家国家应该提供免费的网络，而落后国家则没有这样的条件。让步段与转折段的主题可以采用如下写法。
让步段：
Without doubt, by no means are we supposed to neglect the fact that in some cases offering free Internet access to people plays a significant role in the development of a nation, especially when we take developed nations into account. +说理+例子(可以用发达国家the US作为例子)。
转折：
