政府类话题中，这种三个领域其一要减少预算的话题也是很经典的老题了。三选一的话题不算难写，想不出三点，让步是很好的选择。大家只要选定好自己的立场，论证其他两个领域的重要性，而选定立场的领域诚然也重要，但是也存在一些弱点即可。
写作指导：

1. 首先，艺术对一个国家的发展来说至关重要(of the upmost importance)。投资和发展艺术能够给人们带来艺术的熏陶(nurture/edify/exert a gradual uplifting influence on)，丰富人们的精神生活，陶冶情操(cultivate one’s taste)，培养审美观(sense of aesthetics)，这正是全民比较缺失的一点。而且，一个国家的艺术的发展和被重视程度也体现了(reflect)这个国家的综合实力(comprehensive strength)和文化水平，是软实力(soft power)的表现。另外，艺术文化的不停发展也会给在窘境(predicament)中的人们带来精神上的(spiritual)希望，带来复兴(revival)。
2. 其次，科学研究也同样是社会发展必不可少的一部分。科学研究能够带来学术价值(academic/theoretical value)和实际研究价值，例如研究出新型(new-model)的农业种植方法，为农民创收(create extra earnings);研发科技上的创新发明，推动(push)人类社会的进程;科学理论研究，满足公众的好奇心(meet public’s curiosity)。这些都能在一定程度上促进科学的进步、社会的发展。
